DRRAG Governance

In order to fulfill an overarching coordination function, DRRAG is integrated into a disaster operations structure that involves club/district/zone disaster operations, and does not operate within a parallel structure. In order to achieve this objective, DRRAG governance is structured as follows:

DRRAG CLUB COORDINATORS: (Club Disaster Operations Officer: C-DOO)

The DRRAG Club Coordinator's function is to act as the club’s liaison to DRRAG and perform DRRAG activities at the community level. The C-DOO communicates and acts in harmony with the District Disaster Operations Committee)

Among other responsibilities will be the appointment of the CLUB DRRAG Committee under the guidance of the President and his/her Board in cooperation with the District Coordinator. The Club Coordinator will work with the committee and the community to ensure the establishment of local emergency response liaision.

DRRAG DISTRICT COORDINATORS: (District Disaster Operations Officer: D-DOO)

The DRRAG District Coordinator will chair the District DRRAG Committee. The D-DOO will oversee the district’s disaster relief operations and coordinate, as necessary with club disaster activities. The District Coordinator has a function to coordinate the district’s disaster programs and involvements with the Rotary world through DRRAG. The District Coordinator will also coordinate and liaise with other districts (and clubs) in and beyond the Zone, Rotary’s community at large, and multi jurisdictional entities (states, large NGOs, regional organizations) regarding the district’s emergency management and disaster operations activities when local capactiy needs assistance.

Coordinators or 'job description' for a District Coordinator is to create, with the permission and under the direction of the District Governor, a District DRRAG Committee. Among other responsibilities will be to assist Clubs in the appointment of the Club Coordinators and establish a communic ations network within the District. These in turn will be expected to appoint Club Disaster Operations Committee, made up of people with specific responsibilities who who will work with the community to ensure the establishment of local emergency response committees and liniks with existing related organizations in a consistent way throughout the District.

ZONE DRRAG COORDINATORS

DRRAG Zone Coordinators will be appointed in consultation with the responsible Rotary International Director covering the zone with the advice of the DRRAG Advisory Board of Directors.

Among other responsibilities will be the consultation with the District Governor in the appointment of the District Coordinators within the Zone.

DRRAG REGIONAL (and/or COUNTRY) COORDINATORS

DRRAG Regional/Country Coordinators will be appointed by the DRRAG Board of Directors in consultation with the responsible Zone International Directors.

Among other responsibilities will be the creation of linkages with the major NGO and Government Emergency Response organizations within the Country. These relationships are intended to foster a close working relationship in preparedness and response situations in which the Corodinator will provide the invaluable services of communication and links to Zone, District and Club coordinators. They will be the key spokespersons in the Country for all DRRAG communications to organizations outside of Rotary. In turn, they will be expected to work with Zone, District and Club Disaster Operations Officers and coordinators who who will work with the clubs and community E/R teams and organizations, so as to ensure the establishment of effective local emergency response committees.

DRRAG BOARD OF DIRECTORS

DRRAG is a General Not-for-Profit Corporation incorporated in the State of Illinois in the United States. All of the affairs of DRRAG are managed by and under the direction of the Board of Directors (currently made up of nine members). The Board of Directors is headed by a Chairman, who is elected by the Board. The Board has established an Executive Committee which can act on behalf of the Board of Directors when necessary.

DRRAG CORPORATE OFFICERS

DRRAG has four (4) corporate officers: President (Chief Executive Officer), Secretary and Treasurer. The Corporate Officers are responsible for the operation and management of DRRAG. The President is the CEO of DRRAG. There is a Chief Administrative Officer and assistant secretary and assistant treasurer. There are country audit committees formed pursuant to Rotary International policies.

DRRAG ADVISORY BOARD

DRRAG has a 10 member Advisory Board whose purpose is to advise DRRAG on policy matters; to assist in the appointment of DRRAG leadership at all levels; and, to act as a liaison to the senior leadership of Rotary International.

Club Disaster Operations Officer

The C-DOO will be the point person for their club's disaster involvement. In order to manage the club's emergency operations, this person would liaise with other clubs in the District and coordinate it's policies with the District Disaster Relief (DRRAG) Committee. The duties of the C-DOO may be shared amongst a committee or simply one person, depending on disaster involvement.

District Disaster Operations Officer

Once a DRRAG member the D-DOO will be asked to ensure that a Club Disaster Operations Officer (C-DOO) has been appointed for each of their clubs.

All personnel in DRRAG leadership positions must be current members of DRRAG. Membership terms and fees are available in one year and five year cycles as well as a life-time membership. (See web site for information)
